Malta’s New Government Initiative

According to TSN.ua: Malta has introduced a bold program that pays citizens to give up driving for five years. Called the 'Driver’s License Surrender Scheme,' the initiative aims to tackle one of Europe’s highest vehicle densities and reduce traffic congestion on the island.

Eligibility and Financial Details

Participants can receive up to €25,000 (roughly $29,000) through annual payments of €5,000 over five years. The program is capped at 1,000 participants, with an annual budget of about €5 million. To qualify, applicants must:

  • be under 30 years old;
  • have lived in Malta for at least seven years;
  • hold a valid driver’s license for at least one year;
  • have no serious traffic violations.

Once surrendered, the license is revoked, and obtaining a new one requires completing a training course that includes a minimum of 15 hours of driving lessons.

Chris Bonett, a representative of the initiative, explained that the program is designed to create a so-called 'mobility shock,' which should ease traffic and improve environmental conditions on the island.
