70% of Donations Go Directly to Retirees: Ukraine’s Patronage Pension Program Explained.
How Ukraine’s Patronage Pension System Works
According to Novyny.live: Ukraine has introduced a patronage pension scheme that lets citizens make charitable contributions directly to the pension accounts of combat veterans. Donors can deposit funds into a specific individual’s account at the Pension Fund of Ukraine. Notably, 70% of each charitable donation is paid straight to the retiree, while the remaining 30% is allocated to funding general pension payouts.
This initiative has gained urgency amid rising demands for senior citizen support. For context, the program was launched to address the financial strain on vulnerable groups during wartime. On March 12, 2026, President Volodymyr Zelenskyy announced one-time payments of 1,500 hryvnias to pensioners, benefiting at least 13 million people. Additionally, overall pension payments have increased by 12.1%, reflecting a broader push for social welfare improvements.
“When a personalized charitable donation is made—that is, a gift designated for a specific retiree—70% of the amount goes directly to that pensioner, while the remainder (30% of the donation) is used as a financial resource for pension payments.”

Social Support for Seniors
The patronage pension serves as a vital social safety net in Ukraine, particularly for combat veterans who require financial assistance. Amid the country’s economic challenges, this form of philanthropy can significantly improve retirees’ material well-being. The concurrent rise in state payouts also highlights the government’s commitment to protecting vulnerable populations.
