He described the situation facing nearly all Ukrainian cities as extremely difficult. Kharkiv is enduring its fourth consecutive winter under relentless attacks, which severely complicates daily life for its residents. This appeal highlights the severe strain on urban infrastructure caused by the ongoing war.

Power outages now last between 15 and 19 hours per day, a burden that significantly disrupts civilian life. Recently, on February 3, approximately 900 apartment buildings in the city were left without heating. Terekhov has called on Ukrenergo to adjust the distribution of electricity for frontline cities, arguing this is a matter of justice for populations living under constant threat of bombardment, not just a request for Kharkiv.
