The National Bank of Ukraine stated the necessity of disclosing bank secrecy for the State Tax Service. However, the National Bank rejected the possibility of providing uncontrolled and unlimited access to bank secrecy. According to them, law enforcement and tax authorities can only obtain access to information through a court decision and with the provision of arguments.
'The National Bank opposes providing uncontrolled and unlimited access to bank secrecy for any authority. By court ruling, law enforcement and tax authorities can obtain access to information that contains bank secrecy, but they must provide arguments regarding the legitimacy, relevance, and grounds for this,' the National Bank's statement reads.Representatives of the National Bank also emphasized that unwarranted expansion of access to banking information contradicts fundamental rights of citizens and is inconsistent with European values. The Head of the National Bank, Andriy Pyshny, stated that the significance of the institution of bank secrecy is no less important than the principle of presumption of innocence, which is the foundation of trust in society.
