According to ТСН: A joint document, refined by Ukraine and European allies, was sent to Washington following phone negotiations between Donald Trump and UK Prime Minister Keir Starmer, French President Emmanuel Macron, and German Chancellor Friedrich Merz. Trump noted that Ukraine was discussed in 'quite harsh terms.' Earlier in an interview with Politico, he questioned the democratic processes in Ukraine due to improperly conducted elections.

Ukrainian Readiness for Elections

Volodymyr Zelensky emphasized readiness for elections and the possibility of developing relevant legislation for their conduct under martial law. He stressed the importance of voting security and the ability for military personnel to participate. Security guarantees should be provided by the USA and the EU, and it is also crucial for Russia to agree to a ceasefire.

Documents for Ukraine's Recovery

Zelensky also reported that after the meeting with Starmer, Macron, and Merz in London, a refined peace plan containing 20 points would be sent to the USA. This plan includes three main documents: the first is the plan itself with 20 points, the second is security guarantees, and the third is the recovery of Ukraine after the war.

There is currently a discussion about the possibility of creating a Ukraine Development Fund with the participation of the World Bank amounting to $400 billion. The Trump administration is allegedly considering the possibility of using frozen assets of the Central Bank of Russia to fund the recovery.

Will Peace be Achieved?

Friedrich Merz reported on the continuation of negotiations with the Americans regarding peace, which might occur in Berlin. However, as noted, Trump's sharp statements regarding Ukraine and Europe indicate disdain. Trump urged Zelensky to be a 'realist,' pointing to the supposed demands of 82% of Ukrainians for a peaceful settlement.

Territorial Demands

The Trump administration reportedly insists on the return of territories of Donbas to Russia, which are currently uncontrolled by Moscow. European diplomats indicate that the plan proposes the creation of a demilitarized zone along the line of contact, but this does not imply the withdrawal of Russian troops from the eastern border.

Zelensky noted that Kyiv is ready to stop the war along the current front line, but under international law, Ukraine cannot give up its territories. The recognition of Crimea and Donbas as Russian by the Trump administration has not been commented on. The U.S. Secretary of State recently highlighted the need to return NATO to the borders of 1997.

In the evening, it became known about a meeting of high-level US officials with representatives of Ukraine, France, Germany, and Britain in Paris. Given Moscow's ongoing territorial demands, achieving a peaceful resolution by Christmas is likely not feasible.
