The delay stems from a required approval step. The ruling from the initial Territorial Recruitment Center's Military Medical Commission (TCC VLC) must be formally ratified by the higher-level, штатна (standing) Military Medical Commission. As expert Yuriy Aivazian explained,

"You will remain in the status of a person liable for military service until the штатна VLC approves the ruling of the TCC VLC."
