According to Novyny.live: Ukraine has enacted new government regulations that alter how salaries are calculated for workers with disabilities. This decree establishes a standardized method for determining average wages, specifically for calculating social security contributions related to the employment of individuals with special needs. These changes are mandatory for all companies with a workforce of eight or more employees. This move is part of broader efforts to improve workplace inclusion and economic security for vulnerable groups.
Updated Requirements and Standards
Under the new legislation, effective January 1, 2026, the national minimum wage will be set at 8,647 Ukrainian hryvnias. Companies are also required to allocate at least 4% of their jobs to people with disabilities. For smaller firms employing between 8 and 25 people, hiring at least one individual with a disability becomes a compulsory condition.
The decree introduces a single, unified standard that mandates the use of one specific formula for calculating average monthly wages. This is designed to prevent manipulation in payroll accounting by clearly defining which payments must be included in the calculation. Authorities also plan to monitor the primary documents used for these calculations to ensure transparency and fairness in wage determination.
In a separate but related measure, energy, gas, and utility sector workers are scheduled to receive a one-time payment of 20,000 hryvnias in addition to their base salary in March 2026. Government officials state these combined steps aim to support socially vulnerable population segments and guarantee equal opportunities for all employees.
The reforms to salary calculations for persons with disabilities reflect the government's commitment to integrating this group into the workforce and improving their socio-economic standing.
The implementation of a single wage calculation standard is intended to prevent abuses and foster a more transparent payroll process. These initiatives could significantly improve employment prospects for people with disabilities, marking a crucial step toward greater social equity in Ukraine.
