Ukrainian Solitary Pensioners to Receive Monthly Aid Exceeding 1,000 Hryvnias from 2026.
New Social Assistance for Solitary Pensioners in Ukraine
According to TSN.ua: Starting in 2026, solitary pensioners in Ukraine will be eligible for a new monthly social assistance payment exceeding 1,000 hryvnias. This initiative is designed to support a particularly vulnerable demographic. A solitary pensioner is defined as someone with no working-age relatives who are legally obligated to provide support, such as adult children, grandchildren, or great-grandchildren.
Eligibility Criteria for the Benefit
To qualify for this care allowance, a solitary pensioner must be at least 80 years old, require constant care as certified by a medical advisory commission, and be a current pension recipient. The allowance will be set at 40% of the legally established subsistence minimum for individuals who have lost their ability to work. With the 2026 subsistence minimum for non-working persons set at 2,595 hryvnias, the monthly care benefit from January 1, 2026, will amount to 1,038 hryvnias.
Furthermore, solitary pensioners will be entitled to age-related compensation supplements if their total pension does not exceed 10,340 hryvnias. Specifically, pensioners aged:
- 70 to 75 years may receive a 300 hryvnia supplement;
- 75 to 80 years may receive a 456 hryvnia supplement;
- over 80 years may receive up to a 570 hryvnia supplement.
These combined measures are intended to provide substantial additional financial support to solitary elderly citizens in Ukraine.
The introduction of this additional social assistance in 2026 reflects the state's increasing focus on addressing the needs of vulnerable population groups.
This policy could significantly improve the financial situation of solitary pensioners, who often struggle to meet their basic needs. Such support is also expected to help reduce social inequality and enhance the quality of life for Ukraine's older generation. These changes come as part of broader social security reforms in the country.
