Energy Efficiency Support Programs in Ukraine

According to TSN.ua: Ukraine is actively rolling out energy efficiency support programs, focusing on thermal modernization and the installation of solar power stations for multi-story apartment buildings. Special attention is given to cities where condominium associations (known as OSBBs) are carrying out these projects. The government provides financial backing for energy-saving measures, offering up to 25 million hryvnias for thermal modernization and 4 million hryvnias for solar stations or generators. These initiatives are part of a broader push to reduce energy dependence and utility costs across the country.

Lessons from Novoyavorivsk

Novoyavorivsk has become the first city in Ukraine to undertake whole-block modernizations. One in seven apartment buildings there has been insulated to the highest standards, allowing residents to cut heating costs by 30 to 50 percent. According to Halyna Dzhulai,

“thermal modernization combined with the installation of individual heating points allows residents to save between 30 and 50 percent on heating.”
This is a significant reduction, especially amid rising energy prices.

Residents typically cover about 30 percent of the total project cost for thermal modernization. The average expense per apartment falls between 30,000 and 40,000 hryvnias. For instance, a building in Ivano-Frankivsk, known as the 'Chinese Wall,' stretches half a kilometer and has 13 entrances. Oksana Ivanyuk, a resident, notes:

“In winter, the temperature in the apartments never dropped below 20 degrees Celsius. In January, my apartment used only 91 cubic meters of gas for everything: heating, hot water, and cooking.”

Ukraine's energy efficiency support programs not only improve living conditions but also help reduce utility bills. Volodymyr Paslavsky, another resident, recalls: 'Before, the apartment was moldy, water ran down the walls, it was cold—we were just surviving. Now we have new windows, doors, and a renovated facade.' These changes highlight the positive outcomes achieved through government support and the efforts of OSBBs in implementing energy-efficient projects.

Energy efficiency programs in Ukraine, particularly in Novoyavorivsk, demonstrate significant potential for lowering heating costs and enhancing living conditions. With state backing, residents can modernize their homes—a crucial step toward financial stability as energy prices climb. The successful execution of such projects underscores the need to continue and expand government initiatives in energy conservation, which could have a substantial impact on the country's socio-economic landscape.
