According to ТСН: In December 2025, Ukrainian pensioners with disabilities will receive payments from the state. The amount of the pension depends on the disability group and the insurance period.

Particular attention is paid to military personnel who were disabled due to combat actions: higher minimum payments have been established for them. Certain regulations also apply to those affected by the Chernobyl disaster.

What is known about disability pensions in December 2025?

The disability pension can only be applied for by those individuals whose disability status has been officially determined by a medical social expert commission (MSEC). To receive payments, one must have an insurance period of one to fifteen years, depending on the age at which the disability was established.

The Pension Fund of Ukraine (PFU) has stated that the minimum payment depends on the disability group and the number of insurance years. These amounts are calculated as a certain percentage of the regular old-age pension:

  • Group I — 100%;

  • Group II — 90%;

  • Group III — 50%.

Moreover, the PFU emphasizes that the payment is made for the period corresponding to the determination of the disability.

The disability pension in Ukraine is not the only form of support. People with disabilities can receive various additional payments, such as allowances or other types of financial support.

A pensioner with a third group disability who does not work and supports a minor child can receive 150 Hryvnias.

Single individuals with a third group disability who have reached retirement age can expect an additional payment of 50 Hryvnias, provided they do not receive other state assistance intended for “care”.

The mechanism for calculating payments is regulated by Cabinet of Ministers Regulation No. 265. If the total amount of monthly support is below the established minimum subsistence level for non-working individuals, the citizen automatically receives a monthly subsidy to reach the minimum subsistence level.

For example, on November 26, 2025, the minimum subsistence level for non-working individuals will be 2361 Hryvnias. If a person receives a disability pension of 2000 Hryvnias, they will automatically receive an additional 361 Hryvnias to reach the guaranteed minimum amount.

It should be noted that the maximum pension amount cannot exceed ten times the minimum subsistence level. This rule does not apply to military personnel who have been defending Ukraine since 2014 – for them, this upper limit has been lifted.

The last increase in disability pensions occurred in spring, in March 2025. Payments in December will take these changes into account, as the calculation will be based on the updated system provided for in the current law.

How high will the pension for disabled military personnel be from December 1?

Special rules apply to military personnel. Disability pensions are granted regardless of the existing insurance period in case of disability:

  • during service;

  • or no later than three months after discharge from service;

  • or later than three months after discharge from service, but due to illnesses arising during military service.

The minimum guaranteed amount of financial assistance for military personnel who became disabled due to participation in combat actions will be in December:

  • Group I — from 16,847 Hryvnias;

  • Group II — from 13,822 Hryvnias;

  • Group III — from 9,478 Hryvnias.

The actual amount depends on the group and is 60-100% of the salary.

For other categories of military personnel, the minimum percentages are lower:

  • Group I — 70%;

  • Group II — 60%;

  • Group III — 40% of the salary.

The PFU emphasizes that the minimum pension payment for people with disabilities due to the war cannot be below the following:

  • Group I — 16,847 Hryvnias;

  • Group II — 13,822 Hryvnias;

  • Group III — 9,478 Hryvnias.

How high will the disability pension be from December 1 for 'Chernobyl victims'?

Citizens who have obtained the status of victims of the Chernobyl disaster are entitled to special pension payments.

The PFU has stated that there are two main methods for calculating the amount of these pensions, with the option to choose the more favorable one:

  • the salary earned from 1986 to 1990 will be considered;

  • or the amount of the minimum wage established in Ukraine as of January 1 of the current year will be considered.

In December, the minimum payments for those affected by the Chernobyl disaster will be:

  • Group I — 9,855 Hryvnias;

  • Group II — 7,884 Hryvnias;

  • Group III — 6,077 Hryvnias.

Liquidators will receive higher payments. From March 1, 2025, the minimum amounts will be:

  • Group I — 17,486 Hryvnias;

  • Group II — 13,989 Hryvnias;

  • Group III — 10,491 Hryvnias.

The introduced changes in the pension system aim to protect the most vulnerable parts of the population, especially pensioners with disabilities and military personnel who serve their country. One can only hope that these innovations ensure a dignified life for those who need it most.
