Increase in the Subsistence Minimum for 2026
According to Novyny.live: In 2026, the Ukrainian government has raised the official subsistence minimum for non-working citizens. This adjustment directly increases the care allowance for elderly pensioners who require assistance. The new subsistence level is set at 2,595 Ukrainian hryvnias (UAH). Consequently, the care allowance for eligible seniors is now calculated as 40% of this amount, resulting in a monthly payment of 1,038 UAH.
This represents an increase from the previous year, when the subsistence minimum was 2,361 UAH and the care allowance was 944.4 UAH. Therefore, the state support for these citizens has risen by 93.6 UAH annually. This change is part of ongoing efforts to adjust social benefits in line with economic conditions.
Eligibility for the Care Allowance
To qualify for this additional payment, a pensioner must first apply through a medical institution. A medical commission must then formally certify their need for external care.
The right to receive this care allowance is granted to:
- Pensioners who have reached the age of 80;
- Individuals who, based on medical advice, require regular care;
- Those who are not eligible for a disability pension or other similar state payments;
- Pensioners who lack working-age relatives (such as adult children, grandchildren, or great-grandchildren) who could provide financial support.
Raising the subsistence minimum and the corresponding care allowance is a significant measure to support some of the most vulnerable groups in society, particularly the elderly. This policy aims to alleviate financial pressure and ensure better access to necessary care. Social support reforms remain a key topic in Ukraine, and such adjustments reflect broader governmental efforts to improve the welfare of pensioners amidst the country's challenges.
