The attack occurred during a severe cold snap, with temperatures plunging to -25°C (-13°F), dramatically worsening the situation for the city's residents. This is part of a sustained campaign targeting Ukraine's critical civilian infrastructure.

The Darnytsia Thermal Power Plant in Kyiv sustained significant damage and has been forced to suspend operations, directly cutting off the heat supply. In response, the State Emergency Service of Ukraine (SES) is establishing 36 heating points in the Darnytskyi district and 27 in the Dniprovskyi district to provide refuge for those left without warmth.
