According to ТСН: This year in Ukraine, nearly all first graders have taken advantage of the Schulpack program.

Statistics and Results

Deputy Minister of Digital Transformation Valeria Koval reported that as of November 14, more than 250 thousand applications had been received, of which 207 thousand were approved. The refusal rate stands at 12.7%, primarily due to inaccuracies in documents, technical errors, or registration in temporarily occupied territories.

In total, the program covered almost all first graders — 98.7%, and already more than 80% of children received payments. Of the allocated 1.22 billion hryvnias, 84% has been spent, and nearly 202 thousand families have received assistance.

Parent Spending

Parents actively spent the program's funds on school needs, with a total amount of purchases already around 757 million hryvnias. The largest portion of funds was spent on clothing and stationery, while approximately 45 million hryvnias were spent on footwear. Following the expansion of possible purchases, spending on books and educational materials increased. The Ministry of Digital Transformation noted that over 99% of the funds received by parents were used for useful items for children.

Convenience of Electronic Services

Most parents — 83% — submitted applications through Diya, which indicates the convenience of digital services. However, there were occasional difficulties: some schools slowly updated data, there were errors in personal information, and some families failed to register for the Diya Card in time.

Despite this, the system operated steadily, and over 81% of first graders received payments — a quite high figure for the first year of implementing such a large-scale program.

We remind you, the Schulpack program provides for the payment of financial assistance of 5,000 hryvnias for the purchase of necessary school supplies.

This initiative aims to support families with children going to school and to provide children with everything necessary for learning. The experience of the first year shows positive figures, but also emphasizes the importance of improving processes so that more families can access this state assistance without difficulties.
