Ukraine’s 2026 Subsistence Minimum: No Changes Ahead

According to TSN.ua: Under the State Budget law, Ukraine’s subsistence minimum will remain unchanged from April 1, 2026, through the end of that year. This means the current thresholds for different population groups will stay in effect for the entire period. These figures are key to defining social standards and the economic well-being of citizens.

Current Subsistence Minimum Amounts

  • For one person – 3,209 hryvnias;
  • For children under 6 – 2,817 hryvnias;
  • For children and teenagers aged 6 to 18 – 3,512 hryvnias;
  • For working-age adults – 3,328 hryvnias;
  • For people who have lost their ability to work – 2,595 hryvnias.

For context, last year’s subsistence minimum was 2,920 hryvnias per person, 3,028 hryvnias for working-age adults, and 2,361 hryvnias for those unable to work.

This metric is crucial because it shapes social payments and compensations across Ukraine. However, it does not govern every aspect of the economy or social security system. Keeping the subsistence minimum steady is part of a broader state economic policy aimed at upholding social fairness and stability.

Freezing the subsistence minimum may signal the government’s intent to maintain social standards amid economic uncertainty. Given rising prices and inflationary pressures, how these numbers affect the real living standards of the population is a critical concern. Such decisions could also reflect a government strategy to provide social support while navigating the economic challenges the country faces.
