This opinion was expressed by former Prime Minister of Russia Mikhail Kasyanov in an interview with The Times.
“Putin does not need territory. His goal is to destroy Ukraine's independence — and he cannot back down,” Kasyanov noted in a conversation with journalists.

Kasyanov also emphasized that the administration of US President Donald Trump will not succeed in resolving the war between Russia and Ukraine, as it does not understand the depth of the conflict.
He pointed out that Washington still views this war as a “conflict between two leaders that needs to be reconciled.”

Russian opposition figures and analysts believe that Putin considers the seizure of Ukrainian territories as a secondary goal.
