The attack occurred in the Kholodnohirskyi district, where emergency crews—including rescue workers, police, medics, Red Cross representatives, and municipal services—rushed to the scene to assist victims. According to rescue officials, eight people were successfully pulled from the rubble. Kharkiv's acting mayor, Ihor Terekhov, stressed the urgency of the response, stating:
