Top 2025 Government Salaries Revealed: Lyashko, Sybiha, and Uliutyn Lead the List.
Ukrainian Officials' 2025 Financial Disclosures
According to TSN.ua: In 2025, senior Ukrainian officials submitted their annual income reports. This year was marked by significant government reshuffles, including a change of prime minister and large-scale anti-corruption probes. According to the submitted declarations, the highest-paid officials by salary were:
- Viktor Lyashko, Minister of Health - UAH 2.265 million in salary;
- Andrii Sybiha, Minister of Foreign Affairs - UAH 2.136 million;
- Denys Uliutyn, Minister of Social Policy - UAH 2.038 million.
Other Cabinet members also reported substantial earnings: Yuliia Svyrydenko received UAH 1.372 million in salary, while her primary income from teaching activities exceeded UAH 3 million. Denys Shmyhal declared UAH 1.561 million in salary, and his wife earned over UAH 9 million in business.
Government Challenges and Controversies
However, the high incomes are not the whole story. Notably, Deputy Prime Minister Tetiana Berezhna did not submit a declaration, raising public concerns. Furthermore, Herman Halushchenko has been implicated in what is described as the largest corruption scandal since independence, adding further tension to an already strained government environment. Currently, Liudmyla Suhak is serving as acting head of the Ministry of Justice.
Thus, the year 2025 for the Ukrainian government was defined not only by personnel changes but also by serious challenges related to anti-corruption investigations and transparency issues in asset declarations. Amid these challenges, ensuring public trust in state institutions requires not just openness but also accountability from senior officials regarding their actions and incomes.
