According to Novyny.live: Ukraine ended a 20-year moratorium on agricultural land sales when Parliament passed Law No. 552-IX on March 31, 2020. This landmark reform allowed the buying and selling of farmland for the first time in two decades. The first transactions under the new system took place in July 2021, with an average price of 95,700 Ukrainian hryvnias per hectare. By the end of 2021, however, that average had dropped to 33,700 hryvnias per hectare.

As of late March 2026, the national average price per hectare stands at approximately 69,800 hryvnias. Regional pricing varies dramatically across the country:

  • Lviv region — roughly 179,000 hryvnias per hectare
  • Ivano-Frankivsk region — 153,000 hryvnias per hectare
  • Kyiv region — 102,000 hryvnias per hectare
  • Ternopil region — 92,700 hryvnias per hectare
  • Kherson region — 35,200 hryvnias per hectare
  • Donetsk region — about 39,000 hryvnias per hectare
  • Mykolaiv region — 43,100 hryvnias per hectare
  • Sumy region — 43,400 hryvnias per hectare

War's Impact on Ukraine's Farmland Market

The war in Ukraine disrupted the land market significantly, with only 323 transactions recorded in May 2022. By 2023, the market had stabilized at 4,000 to 7,000 deals per month. Starting January 1, 2024, legal entities were permitted to buy land, with a cap of 10,000 hectares. From spring 2024 onward, monthly transaction volumes exceeded 9,000, and the market's monthly turnover surpassed 1 billion hryvnias. Ukrainian citizens may also purchase up to 10,000 hectares of agricultural land.

The opening of Ukraine's land market marked a major step in reforming the agricultural sector, despite the challenges posed by war. Regional price disparities highlight the market's uneven development as it continues to evolve under new economic conditions.
