In December 2025, Russian President Vladimir Putin signed a law permitting the seizure of Ukrainian real estate in the occupied regions of Donetsk, Luhansk, Kherson, and Zaporizhzhia. Under this law, confiscated property will be deemed the property of the regions or their municipalities. By the end of 2025, the Office of the President of Ukraine in Crimea reported the seizure of assets from 800 legal entities and private individuals.

Simultaneously, 250,000 properties had already been appropriated by Russian authorities during an 'inventory' process. For context, a square meter of real estate in Melitopol cost about 65,000 rubles (over $700) in the summer of 2023. Residents of the occupied territories, like Anastasia Pikurina, provide firsthand accounts of their apartments being taken.

'My father's apartment is right in the city center. Our acquaintances were looking after it, but the Russians just came and said, 'We know nobody lives here, so now we will' - Anastasia Pikurina.

The situation of property alienation began as early as 2014, yet local residents have not given up hope of defending their rights. 'We are not asking for anything extraordinary, we are only asking for the protection of our rights as bona fide citizens,' stated residents of Melitopol. The confiscation of real estate has become a severe problem for Ukrainians under occupation, sparking broad discussion on human rights and justice in wartime.
