The Role and Powers of Ukraine’s Territorial Recruitment Centers (TRCs)

According to Novyny.live: Ukraine’s Territorial Recruitment Centers (TRCs), formerly known as military commissariats, are responsible for managing conscription and general mobilization—a critical function amid the country’s ongoing wartime draft. These centers have the authority to place military registration violators on a wanted list. However, such a search is not indefinite: it lasts for three months, after which the case can be closed due to the statute of limitations. If a full year passes from the date of the offense, the wanted status is removed automatically.

A TRC-issued wanted notice has a fixed timeframe. According to Vladyslav Deriy,

“If a citizen remains on the wanted list for more than three months, they have the right to request the case be closed due to the expiration of the statute of limitations.”
In practice, this means that after three months, the individual can initiate the closure process by sending a certified letter to the TRC.

Penalties for Violating Military Registration Rules

The first penalty for a military registration violation is an administrative fine. Mykyta Bohdanov explained,

“Being on the wanted list does not automatically clear. You either pay the fine through the 'Reserve+' app, after which the wanted status is removed, or you challenge it in court.”
This highlights the importance of a timely response: ignoring a wanted notice can lead to further legal consequences.

As for automatic removal from the wanted list, Vladyslav Deriy noted that this only happens after one year has passed since the offense was committed. Citizens who find themselves on such a list must be aware of these deadlines and procedures to avoid additional complications. Ukraine’s military registration and search system operates under clear rules that govern actions by both the TRCs and the public.

This information is especially relevant during Ukraine’s ongoing general mobilization, as violating military registration rules can have serious repercussions. Maintaining proper military records is essential for the country’s defense capabilities; therefore, promptly responding to a wanted notice can help individuals avoid fines and other legal troubles. Citizens should stay mindful of their obligations and adhere to the established timelines for resolving military registration issues.
