According to ТСН: In the village of Lisne, just 20 kilometers from Kyiv, a serious land crisis is unfolding. Despite criminal cases and protests from local residents, developers are actively constructing an eight-story hotel and pouring concrete for pools on land plots belonging to the state. The police take no effective action, and officials from the State Inspectorate for Architecture and Urban Planning (DIAM) claim that they have no grounds for inspections.

How Construction is Progressing

Journalists from the project "Khapuga.ua" have recorded another episode of lawlessness along the Zhytomyr highway. Local residents are struck by the audacity of the developers. Construction work continues unabated, while the police's response resembles a game of hide and seek.

"We called the police – the builders ran away. The police left – the builders came back, working. They are seizing land! Bandits! Just like the bandits destroyed everything, they left it all, and people are just crying," local residents say.

A Scheme Worth Millions: Sanctioned Connections and 'Nobody's' Land

Some land for the future entertainment complex ended up in private hands, while another part is used by the state enterprise "Chaika". According to the investigation, the companies LLC "Ensil" and LLC "Eter Company" are linked to Artem Kutsyy, son of businessman Roman Kutsyy, who has connections with Alfa Development Group.

Previously, these lands were home to a farm and a dairy plant, but now it is a huge construction site.

"There has been no development for this project, no detailed plans. We have already contacted the police several times. We will fight," says one of the Lisne residents.

Police and DIAM: Reaction

The inaction of law enforcement is striking. In response to journalists’ inquiries, senior police sergeant Vivalnyuk merely shrugged:

"And in general, what is happening here? Is there construction? Look, I don't even know myself"
.

Investigation teams are limited to phone calls and collecting explanations from local residents, without any arrests of equipment or sealing of facilities.

In addition, DIAM officially stated that there are no grounds for an inspection, as the village council did not provide documents from the developer. This paradox leads to a situation where the absence of documents means the absence of violations.

"This is a formality, an attempt just to silence the citizens of Ukraine," says lawyer and local resident Hryhoriy Pereverzii.

The Director of the State Enterprise 'Chaika' Calls the Pool 'Expensive'

The position of the management of the State Enterprise "Chaika" deserves special attention. The director Bogdan Ryaboshapko initially assured that no work was being conducted on state land, and later referred to the large pit for the pool as... "the construction of a road."

Residents have already prepared an appeal to the President of Ukraine, which has been signed by 166 people. People are ready for decisive action: "If someone thinks they will simply allow the land to be blocked off, that won't happen. People will stand up, and they will demolish this fence," local resident Volodymyr assures.

Far from the ongoing events at the construction site, the crisis in Lisne highlights a larger problem in national policy regarding land protection and citizens' rights. The situation continues to escalate, and local residents are preparing for decisive action, as they believe their resistance can change the course of events. The authorities must find a way to respond to citizens' appeals and community needs; otherwise, the conflict will only escalate.
