According to Novyny.live: Ukrainian citizens have the legal right to contest the actions of employees at Territorial Recruitment Centers (TRCs, known locally as TCCs) if those officials exceed their authority or violate military registration rules. In recent years, the number of complaints against these centers has skyrocketed, sparking widespread public concern.
TRCs oversee military registration and mobilization across Ukraine. This system was introduced nearly a decade ago, replacing Soviet-style military commissariats. Between 2022 and 2025, complaints against TRC actions multiplied 340 times. In 2022, only 18 grievances were filed; by 2023, that figure jumped to 6,127. In 2026, the Ombudsman’s Office received over three thousand complaints specifically targeting TRC and support unit personnel.

Human rights expert Yurii Aivazian noted that
“there are several options for challenging TRC actions”. He also emphasized that
“an out-of-court approach may sometimes be preferable to filing a lawsuit”. This highlights the range of remedies available to citizens seeking to contest TRC officials’ behavior.
In certain cases, filing a complaint with the Ministry of Defense may be more effective than going to court, particularly when individuals believe their rights have been violated. Such recommendations aim to reduce the burden on the judicial system while ensuring grievances are handled more efficiently.
The sharp increase in TRC complaints underscores the need for stronger oversight of these institutions and highlights the critical importance of protecting citizens’ rights in matters of military registration and mobilization.
