Mobile operators Vodafone, Kyivstar, and Lifecell have already begun blocking numbers from which calls with advertising offers are made without the consent of subscribers. Will Ukrainians receive spam calls from October 2, 2025?

According to Mykhailo Fedorov,

new rules come into effect on October 2
, allowing operators to block calls from violator numbers. Thousands of numbers have already been blocked at the beginning of this decree's implementation. Now, Ukrainian users can not only get rid of annoying calls but also personally contribute to cleaning the network of spam.

How to report spam calls?

To report a violation, you must contact your service provider:

  • Vodafone: via the My Vodafone application or by calling 111, 0 800 400 111 (in Ukraine), +38 050 400 111 (while roaming)

  • Kyivstar: via My Kyivstar or by calling 466, 0 800 300 466 (in Ukraine), *105466# (while roaming)

  • Lifecell: via My Lifecell or by calling 5433, 0 800 20 5433 (in Ukraine), +38 063 5433 111 (while roaming)

You can also leave a complaint at the government hotline 1545 or submit an online inquiry on the website of the National Commission for the State Regulation of Communications and Informatization (NCCIR).

The Ministry of Digital Transformation calls on Ukrainians to actively report spam to speed up the blocking of violators and reduce the number of unwanted calls. The new rules are enshrined in government resolution No. 761 of June 25, 2025, which provides for the creation of a transparent electronic communications system without intrusive advertising.

The spam call blocking system is a significant step toward improving communications in Ukraine. It gives consumers more control over their communication and prevents intrusive advertising, which can lead to positive changes in user experience.
