The USA leads the coalition of the willing: what security guarantees are being prepared for Ukraine

The coalition of the willing, together with the United States, is actively working on guarantees that are supposed to ensure long-term peace in Ukraine after the signing of a peace agreement. FREEДОМ investigated what has already been agreed upon.

The key topic of negotiations on ending the war is security guarantees for Ukraine.

Agreements on cooperation in the field of security have been concluded by Ukraine and its Western partners, resulting in 28 bilateral treaties being signed. During negotiations between Donald Trump and Volodymyr Zelenskyy and European leaders in Washington, the coalition that will develop such guarantees was led by U.S. Secretary of State Marco Rubio.

'The guarantees will come into effect after a long-term ceasefire or a full-fledged peace agreement. The participation of the USA will be discussed in the coming days,' explained NATO Secretary-General Mark Rutte.

British Prime Minister Keir Starmer stated that partners have achieved two significant results.

'The first regarding security guarantees was an agreement that the coalition of countries willing to cooperate, namely 30 countries, which are already working together on security guarantees, will now work together with the USA, coordinating their actions,' the British Prime Minister announced.

In the White House in Washington, it was stated that the deployment of U.S. troops in Ukraine is excluded, but the USA can help with coordination and logistics. Within the framework of a potential peace agreement, Washington might provide support to multinational forces in Ukraine. The American president does not rule out such a possibility.

'When it comes to security, Europeans are ready to send their people to the ground. We are ready to assist them. Especially likely from the air,' said U.S. President Donald Trump in an interview with Fox News.

French President Emmanuel Macron stated that the next two weeks will be decisive in agreeing on security guarantees for Ukraine. One of the main points agreed upon by the Americans and Europeans is the inadmissibility of limiting the number of the Armed Forces of Ukraine. Macron is convinced that no notions should be entertained that Putin has no intention of acting aggressively.

'We are united by one goal: we want peace. We have reached agreements on a number of important points that just a few weeks or days ago were not so obvious. The first, and most importantly for me, is the commitment of the USA to work with us on security guarantees. The American president, European leaders, and the president of Ukraine all want peace. However, I have serious doubts about the sincerity of Putin's desire for peace, as long as he believes that he can win the war, he will do so. His ultimate goal is clear: to seize as much territory as possible, weaken Ukraine, and turn it into a country that either cannot exist independently or will fall within the Russian sphere of influence. This is clear to everyone, so our goal is simple: to achieve peace as soon as possible, respect for international law, and Ukraine's sovereignty, minimizing territorial losses for Ukraine and, above all, helping Ukrainians to withstand any new aggression,' the President of France stated.

The war against Ukraine is the biggest tactical and strategic mistake of the Russian dictator. This has been repeatedly stated by Finnish President Alexander Stubb. However, Putin is not the one to admit his mistakes. In any situation, he will lie and evade responsibility. And even the fact that he agreed to negotiate with the President of Ukraine does not guarantee that they will take place.

'But now we must remember that one should rarely trust Putin. Therefore, it is still important to establish whether he has the courage to come to such a meeting. Will he have the courage to come to the meeting or is he just dragging his feet again? Of course, if he is really going to stall, we will together seek new solutions,' Stubb expressed his opinion.

The Wall Street Journal, citing its sources, reports that Alexander Stubb during the negotiations at the White House tried to convey to the U.S. President all the dangers of such a step as transferring the entire territory of the Luhansk and Donetsk regions to Russia. He called the cities of Kramatorsk and Sloviansk 'the bastion against the Huns,' emphasizing the barbaric actions of the Kremlin and Ukraine's role in deterring them.

'To visually demonstrate the unacceptable scale of the concession expected by the American president from Ukraine, German Chancellor Friedrich Merz compared Donbas to Florida, Trump's home state. He emphasized: 'Russia's demand to give up part of Donbas is the same as demanding that the USA give up Florida,' the publication of The Wall Street Journal states.

Before signing a peace agreement, it is necessary to cease fire. Friedrich Merz also insisted on this during the summit in Washington. He reminded that this initiative originated from the USA and was supported by Kyiv. However, Putin has already been refusing to cease fire for half a year for any reason. Merz called on partners to unite and pressure Russia on this matter.
