Ukraine Rolls Out Starlink Terminal Whitelist System
According to TSN.ua: To counter the threat posed by Russian drones, Ukraine is introducing a 'whitelist' system for authorizing Starlink terminals operating within its borders. This security measure is designed to guarantee stable and secure satellite communications for the nation's civilians, businesses, and military forces. This move highlights the critical role of satellite internet in modern warfare and national resilience.
Authorization Process and Requirements
Authorized terminals will operate only in stationary mode and at reduced speeds. To gain access to the whitelist, users must provide specific identification data, including:
- KIT number
- UTID
- Starlink user account number
The authorization procedure itself is free of charge.
Business applications for authorization can be submitted via the 'Diia' portal starting February 3, 2026. Private citizens wishing to obtain a terminal must prepare their passport and tax identification number (RNOKPP) and then apply at a Center for Administrative Services (TsNAP). These steps aim to tightly control the use of Starlink technology in Ukraine and prevent its exploitation by hostile forces.
The establishment of the Starlink terminal whitelist in Ukraine is a direct response to threats associated with drone warfare in the ongoing conflict.
Controlling access to this technology will help mitigate the risks of its misuse and ensure that vital communication links remain available for legitimate users.
