A Cabinet of Ministers decree, number 1164, was adopted on November 10, 2021, officially listing breeds considered dangerous. The list includes:

• Bulldog
• Bullmastiff
• Bull Terrier
• Caucasian Shepherd Dog
• Wolfdog
• Doberman
• Kangal
• Mastiff
• Pit Bull Terrier
• Ridgeback
• Rottweiler
• Terrier
• Mixed breeds of all the above

Owners of these dogs are legally required to follow strict rules regarding their walking and containment.

Fines for violating dog-walking regulations range from 170 to 340 hryvnias for private citizens, and from 340 to 850 hryvnias for officials. If rules are broken again within a year, the penalties increase to 340-510 hryvnias for citizens and 510-1,020 hryvnias for officials. The most severe consequences are for cases where a person's health or private property is harmed. In such instances, fines for citizens range from 1,700 to 3,400 hryvnias, while officials face penalties of 3,400 to 5,100 hryvnias.

Additionally, pet owners should be aware that transporting dogs on Ukrainian Railways (UZ) is charged at the rate for 20 kg of luggage. This regulation is part of a broader framework for public safety and animal control. Adherence to these laws and pet-keeping rules is a critical aspect of ensuring safety for both the animals and the public.
