Placing a person on the wanted list for military registration violations is considered an administrative measure, and data on those listed is forwarded to the police.

Under Article 38 of the Code of Ukraine on Administrative Offenses (KUpAP), an administrative penalty for military registration violations must be imposed within three months from the date the offense was discovered, and no later than one year from the date it was committed. Lawyer Yuriy Ayvazyan explains:

“During a special period, an administrative penalty for offenses under Articles 210 and 210-1 of this Code may be imposed within three months from the day the violation is detected.”

Expired Deadlines Make Detention Unlawful
