According to TSN.ua: Ukraine's 'Winter Support' program has already secured funding for over 11.9 million citizens, with more than 16 million applications submitted. For two specific categories of state aid recipients, the deadline to spend the 1000 UAH payment has been extended to the end of February 2026. Meanwhile, those who received the funds through the 'Diia' app now have until June 30, 2026, to use the money.
Eligible Recipients and Approved Expenses
The Cabinet of Ministers has approved the extension until the end of February 2026 for the following groups:
- Pensioners
- Recipients of social payments via 'Ukrposhta' (the national postal service)
- Citizens who applied independently at 'Ukrposhta' branches
- People without access to digital services
- Citizens without a RNOKPP (State Registration Number)
- Guardians of incapacitated individuals
The funds can be used for a variety of essential needs, including:
- Utility bills
- Medicines
- Books
- Charitable donations
For recipients who got the payment via the 'Diia' portal, the spending deadline is June 30, 2026. According to government data, over 3.4 billion UAH has already been spent through the 'National Cashback' card. Eligible purchases for these funds are broader and include:
- Utility services
- Purchases at pharmacies and medical stores
- Donations to support the Armed Forces of Ukraine (AFU)
- Bookstores and kiosks
- Food products
- Ukrainian-made goods
- Postal services
