According to The Sun: A new alternative proposal has emerged for the large-scale reconstruction of London Heathrow Airport. It was presented by Mr. Surinder Arora, one of the wealthiest individuals in the UK.

The essence of the new plans is to make Heathrow a competitor to the world's best airport - Changi Airport in Singapore, in order to provide 'the best passenger experience in the world'.

Mr. Arora is a wealthy property magnate who works with brands like Hilton, Radisson, and Marriott, and owns the Arora Group, one of the largest landowners around Heathrow.

According to The Times, he presented his own £25 billion project called 'Heathrow West', which offers a new approach to modernizing the airport.

These plans compete with already submitted proposals and are £24 billion cheaper.

The project was developed in collaboration with American construction firm Bechtel, which specializes in infrastructure consulting.

Main features of the proposal

The proposal includes the construction of a new 2800-meter runway, which will be located north of the existing ones and is planned to be operational by 2035.

Terminal 6 is planned to be built to the west of the existing ones, opening it in phases from 2036 to 2040.

Compared to other plans, Arora's project promises to reduce the footprint and have less impact on local residents and businesses.

This will promote sustainable transport and avoid temporary detours and closures of the M25.

The report indicates that Mr. Arora's proposal is more cost-effective and could be implemented faster.

Mr. Arora stated: “Heathrow West directly addresses and supports the main goal of the United Kingdom - to ensure economic growth at the single hub airport of Great Britain with a significant commitment to deliver this on budget and on time.”

He also added that he is collaborating with Changi Airport in Singapore to recreate 'the best passenger experience in the world'.

Changi Airport was recognized as the best airport in the world in 2025 by Skytrax.

Plans of the Heathrow Airport owners

The owners of London Heathrow announced their expansion plans for the airport on August 1, 2025, which, compared to Mr. Arora's proposal, are more expensive - nearly £50 billion.

Among the innovations is a third runway costing £21 billion, which is set to operate in the next 10 years.

The planned runway will be longer than in Arora's plan, measuring 3500 meters instead of 2800.

There is also an expansion of the M25 near the runways (cost - £1.5 billion), which will include a new section in a tunnel under the runway to reduce congestion.

However, this could lead to temporary road closures and detours, which, according to Mr. Arora, will not happen with his project.

A new terminal complex costing £15 billion, named T5XW and T5XN, is also planned to be built.

The creation of new terminals will involve the demolition of T1 and T3, as well as the expansion of T2, with a total cost of £15 billion.

The airport hopes to receive planning permission by 2029 if ministers approve this proposal.
