According to Popov, Trump's approach is not to provide free assistance but to order it from other countries, such as Europe, or from frozen Russian assets. He also believes that it is possible to include an additional tax on Russian energy resources in the peace agreement package, which would be used for the reconstruction of Ukraine.

The expert also believes that Trump will offer Russia a 'stick and carrot'. He claims that Russia will be offered 'carrots' in the form of partial sanctions relief, but if Russia does not accept Trump's plan, Ukraine will receive additional aid and military equipment.
