According to Novyny.live: Starting in 2026, Ukraine will implement new regulations governing the cutting of trees for firewood, with rules differing based on land ownership and location. The new law permits citizens to fell trees on their own private land without requiring a permit. However, removing trees from areas outside private property will necessitate approval from local authorities. These changes reflect an ongoing effort to balance resource needs with environmental protection in the country.

Conditions for Free Tree Removal

The new rules specify several scenarios where no fee will be charged for tree removal. For instance:

  • if the tree is deemed hazardous;
  • if the tree's diameter is under 5 centimeters.

Property owners can remove such trees free of charge. Nevertheless, for trees subject to municipal landscaping rules within populated areas, obtaining a local 'order' or permit for green space removal may still be required in accordance with community standards.

Fines for Illegal Tree Felling in 2026

Penalties for unauthorized tree cutting in 2026 are substantial. Fines for private citizens will range from 255 to 510 hryvnias, while officials may face fines from 1,275 to 2,550 hryvnias. Specifically, cutting down a tree with a 50-centimeter diameter within a city could result in a fine of approximately 2,800 hryvnias, whereas a similar violation outside a populated area might incur a penalty exceeding 11,000 hryvnias.

As expert Oleh Kozliak noted: 'If tree plantings are located on private or communal land plots that are not part of the state forest fund, the owner or user may have the right to remove deadwood or non-cultivated trees, provided this does not violate other regulations.'

Therefore, it is crucial to understand which trees can be cut for firewood without permission in 2026 and in which instances specific rules must be followed.

These amendments aim to regulate the use of forest resources in Ukraine and ensure ecological safety. Establishing clear guidelines for tree felling is intended to reduce instances of illegal logging and help preserve green spaces.
