State Housing Support for Veterans in 2026

According to Novyny.live: In 2026, Ukraine will maintain its state support for veterans in the housing sector, including a monetary compensation program for rental costs and discounts on utility services. Veterans are eligible for a 75% discount on housing and utility payments. A new mechanism for rental compensation, governed by a Cabinet of Ministers resolution, will be introduced starting March 2026. This support is part of a broader effort to assist those who have served during a period of national conflict.

The compensation program is designed for veterans who have not yet received housing of their own. Compensation amounts are reviewed annually and are tied to the official subsistence minimum. In 2026, the highest compensation sums will go to residents of major cities with populations over one million, such as Kyiv, Lviv, and Odesa. The utility discount covers expenses for:

  • Gas
  • Electricity
  • Building management fees
  • Water
  • Waste removal

This discount is calculated within established social norms, which are set at 21 square meters per person and an additional 10.5 square meters per family.

Housing Purchase Compensation for Veterans

State support also continues the practice of providing monetary compensation for housing purchases, in accordance with Cabinet of Ministers Resolutions No. 719 and No. 280. For 2026, priority for receiving this compensation is given to veterans with war-related disabilities of groups 1 and 2, combat veterans among internally displaced persons, and families of fallen defenders. Veterans can receive a housing certificate worth up to 2 million hryvnias for purchasing a new home.

Consequently, state support for veterans in 2026 remains a crucial instrument for improving their living conditions and ensuring a dignified standard of life.
