Ukraine’s Parliament Debates a New Employment Model for People with Disabilities: Key Changes Ahead.
New Employment Model Under Discussion
According to Novyny.live: Ukraine’s Verkhovna Rada is currently reviewing a fresh approach to hiring people with disabilities. Under this plan, employers who do not hire such workers would be required to make mandatory contributions. Danylo Hetmantsev, head of the parliamentary finance committee, stressed that the reform still faces several unresolved issues that demand careful attention.
Starting in 2026, employers will be obligated to pay different amounts to workers with disabilities they hire. New tax breaks are also being introduced to encourage the employment of these citizens. Additionally, Ukraine has updated its rules on employee dismissal, which could further affect hiring practices.
Danylo Hetmantsev noted: 'There are certain real-life situations that business owners need not just explained, but officially clarified, to ensure uniform application of the law.'
He also voiced concerns about decision-making, saying: 'Once again, it feels like someone incompetent is making decisions or working on developing various initiatives.'
Challenges and Outlook
The government has yet to finalize the employment rules, raising further questions among discussion participants. Ongoing debates are expected to help find optimal solutions for improving job opportunities for people with disabilities in Ukraine.
