In three regions of Ukraine, participants in the evasion scheme from mobilization through MSEC have been exposed.
Suspicion of seven individuals in schemes for obtaining disability groups and processing documents of unfitness for service
In the Rivne, Kirovohrad, and Kharkiv regions, seven individuals involved in schemes for obtaining disability groups and processing documents of unfitness for service have been suspected. This was reported by the Office of the Prosecutor General.
In Rivne, four doctors were exposed who participated in a large-scale scheme of obtaining disability groups through the medical-social expert commission (MSEC). This scheme was organized by three residents of Rivne.
«Doctors falsified medical histories, entered false information about the results of analyses and examinations of «patients». Later, based on forged medical documentation, MSEC provided citizens with disability groups. This allowed conscripts to avoid mobilization and leave the country», – the statement said.
The Prosecutor General's Office noted that eight participants in the scheme had already been detected. Further investigative actions are underway to ascertain all those involved in the criminal scheme.
In the Kharkiv region, a case was exposed involving the head of the military-medical commission of one of the regional military registration and enlistment offices and the conscription service, who facilitated the departure of conscripts abroad. The man added false data to medical documentation on the examination of conscripts. This led to 15 young people being excluded from the conscription register and enabled them to leave the country without hindrance.
In the Kirovohrad region, two men were arrested who, thanks to their connections in MSEC, promised to process medical documentation of unfitness for military service. Based on these documents, a conscript had the opportunity to illegally cross the state border. They received a «reward» of $20,000 for this.
The Prosecutor General's Office noted that preventive measures had already been chosen for all suspects.
Recall that the scandal with MSECs began when, on October 4, the head of the Khmelnytsky regional center for medical and social expertise, Tetyana Krupa, and her son, the head of the regional Pension Fund, Oleksandr Krupa, were exposed in a case of illegal enrichment. During searches, they found almost $6 million in cash. On October 7, Tetyana Krupa was detained and taken into custody for 60 days until December 3 with the possibility of posting bail of over 500 million UAH.
It should also be noted that the head of the Khmelnytsky regional center for medical and social expertise, Tetyana Krupa, who was charged with illegal enrichment, still holds her position.
After these events, checks and dismissals of MSEC heads began. In the Rivne region, the heads of seven medical-social expert commissions were changed due to a corruption scandal.
The government approved a plan to counter corruption and other violations among MSEC.
President of Ukraine Volodymyr Zelensky implemented the decision of the National Security and Defense Council. In particular, this envisages the liquidation of MSEC by December 31, 2024, and changes to the legislation on the procedure for establishing disability. Workgroups will also be established to verify MSEC decisions regarding the establishment of disability in officials.
The Minister of Health Viktor Lyashko stated that comprehensive changes in the MSEC system would occur at the beginning of next year.
