New Bill Filed in Ukraine’s Parliament to Ban Phones in Schools – Here’s What It Proposes.
Draft Law No. 15105 Introduced in the Verkhovna Rada of Ukraine
According to Novyny.live: A new legislative proposal, draft law No. 15105, has been registered in Ukraine’s parliament. It seeks to require students to refrain from using phones, tablets, and smartwatches during class, except when needed for educational or medical reasons. The bill’s author is lawmaker Heorhii Mazurashu. Its primary goal is to tackle the issue of students being distracted from their studies.
Under the proposed rules, learners must comply with a ban on electronic devices during lessons, unless the use is tied to academic or health-related purposes. Heorhii Mazurashu stated:
“Students are obliged not to use phones, tablets, or smartwatches during lessons, except for educational and/or medical needs.” - Heorhii Mazurashu
How Effective Are Device Bans?
It is worth noting that similar restrictions on gadgets in classrooms have already been successfully implemented in the Netherlands and Denmark, showing positive results in enhancing the learning environment. Additionally, Ukraine’s parliament has passed a law raising salaries for staff at extracurricular education institutions, and lawmakers are also planning to discuss a bill aimed at regulating Telegram.
In this context, draft law No. 15105 could mark a significant step toward modernizing Ukraine’s education system, helping students focus more on their studies and reducing in-class distractions.
Restricting device use during school hours has the potential to notably improve educational quality in Ukraine, especially at a time when technology is deeply embedded in young people’s daily lives. The outcomes of similar initiatives abroad offer useful lessons for Ukraine, as successful cases from the Netherlands and Denmark demonstrate a clear positive effect on student engagement. If the bill is adopted, it will be crucial to monitor its implementation and its actual impact on the learning process across the country.
