Ukraine Launches Housing Inventory for Displaced Citizens in Three Key Regions.
Ukraine to Catalog Vacant Buildings for Displaced Persons' Housing
According to TSN.ua: Ukraine has initiated a nationwide effort to identify and repurpose vacant buildings into affordable housing for its internally displaced population. This project, a collaboration between Ukraine's Ministry for Communities and Territories Development and the international NGO Habitat for Humanity, will commence in February 2023. The initial phase will focus on three regions: Kyiv, Ivano-Frankivsk, and Poltava. This initiative addresses a critical need stemming from the ongoing conflict, which has displaced millions of Ukrainians.
The program, operating under the framework of Law No. 4080, aims to identify 60 to 70 structures suitable for conversion into housing for displaced families. A key component of the project is the planned launch of a digital housing information and analytics system in October 2026, designed to streamline the management and monitoring of housing resources for those in need.
Additional Housing Support Measures
Complementary housing support includes a voucher program for displaced veterans, providing up to 2 million hryvnias per person. Funds from these vouchers will be transferred non-cash directly to a seller or bank, simplifying the purchase process for eligible recipients.
According to the project timeline, property selection and on-site inspections are scheduled for February-March 2023. This will be followed by the preparation of detailed investment proposals for the chosen buildings in April-May. Natalia Kozlovska, a representative of the initiative, emphasized the pilot nature of the effort, stating:
