Ukraine's Defense Forces Campaign Against Russian Refineries

According to UATV: In June 2026, Ukraine’s Defense Forces executed a sweeping campaign of long-range strikes on Russian oil infrastructure, causing a sharp drop in gasoline production and triggering a severe fuel shortage across the Russian Federation. The operation resulted in the destruction of:

  • 11 oil refineries,
  • 7 fuel logistics facilities,
  • 8 military-industrial complex enterprises in Russia.

The maximum strike distance exceeded 2,000 kilometers, highlighting the advanced technological capabilities of Ukrainian forces.

Evidence shows that on June 1-2, the Ilsky refinery in Krasnodar Krai and the Saratov refinery, owned by Rosneft, came under attack. By June 12, two refineries in Nizhnekamsk and the Kuibyshev refinery in Samara Oblast had been destroyed. June 16 marked the first strike on the Moscow refinery, which supplies over 38% of the fuel for the capital region, with a follow-up attack on the same facility on June 18. On June 28, the Slavyansk refinery in Krasnodar Krai, with a capacity of roughly 100,000 barrels per day, was hit. A second strike on a refinery in Ufa was confirmed on July 1.

Throughout June 2026, gasoline prices in Russia rose by 3%, a direct consequence of the destruction of key oil infrastructure. The country’s gasoline production plummeted by 15% compared to June 2025. Crude oil extraction fell to 9 million barrels per day, the lowest level in a year. June 2026 also saw the temporary shutdown of Norsi, Russia’s fourth-largest refinery, following a strike.

On June 28, Russian President Vladimir Putin convened an emergency meeting with his government to address fuel supply issues. During the session, he remarked:

“We are facing a certain deficit.” - Vladimir Putin

The General Staff of the Armed Forces of Ukraine commented on the situation, stating: “Our long-range weapons are systematically destroying the enemy’s fuel and energy complex and military logistics.” They also emphasized that “every hit Russian refinery and every empty fuel depot instantly turns into a local fuel shortage for Russian armored vehicles.”

As a result, the campaign by Ukraine’s Defense Forces has dealt a severe blow to Russia’s oil infrastructure, leading to significant consequences for the aggressor country’s fuel supply.

This operation underscores Ukraine’s growing ability to deliver impactful strikes on the adversary’s critical infrastructure, potentially crippling Russia’s military capabilities. The drop in fuel production and rising gasoline prices could spark social unrest in Russia and threaten the stability of its economy. At the same time, these actions reflect Ukraine’s strategic adaptation and effective use of modern technology in military operations.
