The Ministry of Energy approved the new 'Instructions for the development and application of hourly electricity disconnection schedules' No. 439 dated November 27, 2024. The company 'Ukrenergo' explained how the new rules will work.

For household consumers

For household consumers, the hourly disconnection schedules (HDS) will be divided into two queues. This is done for a more accurate and even distribution of restrictions between regions and within each region. If one queue is disconnected too much, the dispatcher can order the disconnection of 0.5 or 2.5 queues, depending on the situation. The new rules also stipulate that disconnection and reconnection of households will officially take up to 30 minutes. The hourly disconnection schedules will be standardized across all regions, adhering to the principles of uniformity. Each group of consumers will have a clear Time for the application of restrictions, taking into account the criteria of day/night and weekday/weekend. 'Ukrenergo' emphasized that it is impossible to completely equalize the duration of disconnections for each group, therefore, the final alignment of disconnection durations will be carried out weekly based on the results. Regional energy companies will be responsible for this process.

For industry and business

For industrial consumers, control over the application of power restriction schedules (PRS) will be strengthened. If enterprises or legal entities do not comply with the order to apply PRS, the regional energy companies will independently implement emergency disconnection schedules concerning consumers connected to their networks. The transmission system operator will, for its part, apply emergency disconnection schedules to consumers connected to the trunk networks. 'Ukrenergo' added that all distribution system operators will adapt their schedules to the new requirements. Let us remind you that today, December 12, electricity disconnections are in effect for both household consumers and businesses. 'Ukrenergo' reminds that the reason for the temporary restrictions is damage to energy facilities due to missile and drone attacks from Russia. Repair works are ongoing, and energy workers are working to return the damaged equipment to operation as quickly as possible. It is emphasized that the time of application and the volume of restrictions may change throughout the day. Ukraine continues to reduce electricity import volumes despite rising consumption and the application of restrictions for consumers, reported energy market analyst at ExPro Consulting Daria Orlova. In November 2024, electricity imports amounted to about 165 thousand MWh, which is 9% less compared to October.
