Ukraine's Railways to Adopt European Subsidy Model with State Compensation.
Shifting to a European Support System for Rail Transport
According to Novyny.live: Ukrzaliznytsia, Ukraine's state railway operator, is set to implement a European-style public service obligation (PSO) model. This system will allow the government to compensate the company for losses incurred by maintaining low passenger ticket prices, with the transition scheduled for the first quarter of 2026. This move aligns Ukraine's rail policy more closely with common EU practices for supporting essential public transport.
Under the new framework, the state will cover the costs associated with supporting passenger services. This is a critical step to improve Ukrzaliznytsia's dire financial health, as the company faces severe losses. Specifically, to offset UAH 20 billion in losses from passenger routes, freight tariffs would need to rise by 40%. It is important to note that freight rates have remained unchanged since 2009, creating a significant cross-subsidy burden.
Negotiating the New Framework
A workshop involving the World Bank and the European Bank for Reconstruction and Development (EBRD) has already been held at the Ministry for Communities and Territories Development to discuss the implementation details. Oleksiy Balesta noted that the state-budget compensation model will be presented in Q1 2026. The Minister of Economy emphasized that a simple, across-the-board tariff increase would not yield the desired outcome, and that optimal solutions must be found to ensure transport stability.
Implementing the PSO agreement will be a major step in reforming Ukrzaliznytsia, which could positively impact the quality of passenger rail service in Ukraine.
