Stricter Screening for Jobs Involving Children

According to TSN.ua: On March 6, 2026, the Ukrainian Cabinet of Ministers approved a new mandate for enhanced background checks on individuals seeking employment in roles involving the care or education of children. This policy aims to significantly improve safety standards within the nation's educational institutions. The move reflects a broader, ongoing effort to strengthen child protection frameworks in the country.

Under the new regulations, mandatory screening is now required. Specifically, individuals with criminal convictions, particularly for offenses against children, will be barred from working in educational settings. Furthermore, candidates found to have administrative penalties for domestic violence, bullying, or failure to fulfill parental duties will also be disqualified from child-facing positions.

Required Documentation for Employment

Prospective employees must now provide specific documentation, which varies by institution:

  • For employment in a preschool, a certificate of no criminal record from the 'Diia' portal is required.
  • For positions in general secondary education institutions, candidates must submit both a 'Diia' certificate of no criminal record and a statement from the National Police confirming no prior liability for bullying or child abuse.

The government anticipates that these changes will lead to a more rigorous selection process for personnel working with young people, thereby enhancing child safety in educational environments.

This decision underscores the state's increasing focus on safeguarding children within educational settings.

The policy aligns with international child protection standards, which emphasize thorough vetting of staff in contact with children. Its implementation is expected to substantially reshape Ukraine's human resources policies for the education sector, promoting greater transparency and security for its youngest citizens.
