ISW assessed Putin's interest in peaceful negotiations with Ukraine.


Russian dictator Vladimir Putin shows that he does not want peaceful negotiations and portrays Ukraine as the aggressor.
According to information from the American Institute for the Study of War (ISW), Putin hinders peaceful negotiations with Ukraine and tries to discredit it by attempting to use Ukraine's Victory Plan and its security guarantees.
Analysts also point out that at the BRICS summit, Putin tried to depict Ukraine as an "aggressor" unwilling to negotiate, though he responded that Russia is ready for negotiations. He also presented alternative peace plans from Brazil and the People's Republic of China (PRC), which are advantageous for Russia.
Analysts note that Putin tries to pressure the West into putting pressure on Ukraine using the concept of "peace plans" or "negotiations," while sending signals that the Kremlin accepts no conditions other than the capitulation and destruction of Ukraine.
Putin attempts to insult Ukraine by presenting it as the aggressor that must be disarmed and deprived of the ability to defend against future Russian aggression. He also emphasized that Russia is ready to create conditions for a lasting peace.
