In his interview with UnHerd, Vance noted:

'I received updated information from our negotiators this morning. So the breakthrough, which I think we achieved, is that all issues have actually been brought to the forefront.'

He also explained that at the beginning of negotiations, there is often a 'game of confusion' that manifests in hiding true intentions.

'And you see this with everyone who is involved in complex negotiations. And what we have seen from the Ukrainians and Russians over the past few weeks is that there is a real sense of what is not up for discussion, and what is very much up for discussion.'

Key Issues

According to Vance, Russia aims to control Donetsk, and Ukrainians see this as a serious security threat. He noted that even if the Russians privately acknowledge a potential loss of this region, it remains a significant point in the negotiations:

'This territorial concession is a significant delay in the negotiations — this dreadful territorial concession, I would say.'

Furthermore, Vance mentioned that issues concerning control over the Zaporizhzhia nuclear power plant, the fate of ethnic Russians in Ukraine and Ukrainians in Russia, as well as the rights of those Ukrainians who wish to return to occupied territories, are also being discussed.

'Many Russians have asked similar questions.'

Earlier, Putin's special envoy also noted that negotiations in the US regarding ending the war in Ukraine are progressing constructively.
