Challenges in Integrating Veterans into the Labor Market

According to Espreso.tv: After the war, the urgency to employ veterans in Ukraine is growing. Estimates suggest their number will be around 5 to 6 million people, while the unemployment rate among them has risen to 30.95%. The government has recognized this problem and adopted the 'Veteran.Work' program, which is set to run until 2026-2027 and allocates over 276 million Hryvnias.

For the 2026 budget, 8.2 billion Hryvnias are planned to support veterans. However, statistics show that only 5% of employees in ministries have veteran status. According to surveys, 56.2% of veterans prioritize financial assistance, while 24.1% see job placement as the most important point. These figures illustrate how different the needs within this group are.

After demobilization, veterans go through three phases:

  • categorical rejection of offers,
  • cautious interest,
  • genuine readiness to seek work.
These stages highlight how difficult adapting to civilian life is and how important state and societal support is in this process.

Given the rising number of veterans and high unemployment, the 'Veteran.Work' program could be a significant step. For it to be effective, however, companies and society must also actively contribute to integration – not just through jobs but also through social inclusion. A close collaboration between the state, economy, and veterans could significantly improve the job market situation for this group.
