According to TSN.ua: Ukraine has introduced a simplified procedure for military personnel to replace lost, stolen, or damaged Combat Participant ID cards (UBD). This document is essential as it verifies a service member's eligibility for state benefits and social guarantees. Ensuring its timely replacement is a critical support measure for veterans.

Active-duty personnel must now submit a report to their unit commander to request a replacement. Veterans who have been discharged should apply at their local Territorial Recruitment and Social Support Center (TCC and SP). The new process is less burdensome, eliminating previous requirements to file a police report or publish a notice in the media.

Required Documentation for Replacement

The necessary documents for replacing the ID card include:

  • A copy of the lost ID card (if available);
  • The original and a copy of the coupon sheet (listok taloniv);
  • A copy of a passport or national ID card;
  • Two 3x4 cm photographs.

If the ID was destroyed during combat operations, its replacement will be processed based on an official service investigation. Service members released from captivity can obtain a new ID by submitting a personal application.
