According to TSN.ua: Ukrainian authorities are continuing a process for citizens to legally confirm their eligibility for a deferral from military mobilization. The Vinnytsia Regional Territorial Center for Recruitment and Social Support (TCC and SP) has emphasized the need to complete this step, which can be done either through the 'Reserve+' mobile application or at Centers for Administrative Services (TsNAP). This formal confirmation of status has become particularly urgent since February 3rd, when deferrals issued between November and January expired.
Lawyer Daria Tarasenko advises individuals to verify their deferral status in the 'Reserve+' app or via the eVOD electronic service within the 'Diia' portal. The Vinnytsia TCC and SP stresses that simply having grounds for a deferral does not mean it is automatically active; the status must be formally processed and registered. This process is a key part of Ukraine's broader digital transformation of government services during the ongoing conflict.
Two Methods to Obtain a Deferral
There are two primary ways to apply for or extend a mobilization deferral:
- Using the 'Reserve+' application;
- Visiting a Center for Administrative Services (TsNAP).
The 'Reserve+' app allows for online processing, offering convenience and saving time. Those without a smartphone or whose specific grounds for deferral are not yet integrated into digital registries can visit a TsNAP in person to complete the procedure.
