Student Deferrals: Rights and Obligations

According to Novyny.live: Full-time and dual-education students in Ukraine are eligible for a deferral from military mobilization, provided they are progressing consecutively through their studies. While this allows young people to focus on their education, specific circumstances can still lead to their call-up, even for those under 25.

This deferral covers the entire study period. However, students who are registered as liable for military service may be mobilized under certain conditions. This applies particularly to those studying part-time or pursuing a second higher education degree. It is also crucial to note that full-time students enrolled in a program for the first time at a given educational level risk mobilization if they fail to formally secure their deferral right.

How to Obtain a Deferral

An individual seeking a deferral must initiate the process through an Administrative Services Centre or the 'Reserve+' platform. Importantly, even with an approved deferral, students are obligated to report to their local Territorial Recruitment Center if summoned by a military draft notice.

Consequently, the issue of student mobilization remains highly relevant in Ukraine, and young people must be fully informed about the conditions under which they may receive a deferral or be called to serve. This situation has been a point of significant public discussion since the full-scale invasion began in 2022.

In this context, it is vital for students to understand not only their rights but also their responsibilities, as failing to meet certain requirements can lead to mobilization. Clear and timely information about procedures and entitlements is essential to prevent misunderstandings and maintain stability in the educational process. Students should actively monitor legislative changes and ensure they complete all necessary paperwork for their deferral without delay.
