According to Novyny.live: Individuals registered for potential military service are not required to proactively inform their local Territorial Recruitment Center (TRC) about their educational qualifications, even though a mechanism to do so exists. Students enrolled in domestic universities are entitled to a deferment from mobilization for the entire duration of their studies, which is automatically revoked upon graduation. Consequently, citizens who obtain a master's degree are under no obligation to notify the TRC that they have completed their education.
The Territorial Recruitment Center has access to the Unified State Electronic Database on Education (EDEBO), allowing it to retrieve information on citizens' educational status. However, during a period of martial law, conscripts must provide their military registration documents to their employer upon getting a job. As lawyer Andrii Karpenko notes,

"You may choose not to report your existing diploma, as the employer is legally obligated to inform the TRC."If a conscript wishes to take the initiative and inform the TRC about their diploma, they may submit a freely formatted application via email or registered mail.
