Permanent Mobilization Exemption for Ukrainian POW Returnees: New Procedures from November 2025.
Permanent Mobilization Deferral for Ukrainians Returning from Captivity
According to Novyny.live: Ukrainians who have returned from Russian captivity are eligible for a permanent exemption from military mobilization. This policy, which has been in place for some time, has seen its application process significantly streamlined as of November 2025. The new system is designed to reduce bureaucratic burdens for veterans who have already endured immense hardship. Now, applicants only need to visit a single Administrative Services Center (ASC) once to initiate the process.
Furthermore, once granted, this deferral will be automatically renewed every 90 days without requiring the submission of additional applications. This automation aims to minimize administrative hurdles for citizens in need of this support. It is important to note, however, that the automatic renewal mechanism may fail if an individual's data is missing or outdated in the system.
Changes to the Application Procedure
These procedural changes for obtaining a mobilization deferral are intended to ease the burden on those who have survived the severe trauma of Russian captivity. The convenience and automation of the process will allow Ukrainians to focus more fully on rebuilding their lives and reintegrating into society.
The implemented reforms represent a crucial step in supporting citizens who have suffered war-related trauma and are working to return to normal life. Simplifying the deferral process aims not only to reduce administrative difficulties but also to provide psychological support to former prisoners of war, enabling them to concentrate on reclaiming their rights and responsibilities within the community.
