According to Novyny.live: Ukraine has imposed a general ban on men of military age leaving the country while martial law remains in effect. This policy is designed to maintain the nation's defense capabilities and support military mobilization efforts. However, specific categories of individuals are permitted to travel abroad if they meet certain strict conditions.
According to current regulations, official travel abroad requires specific documentation. As Yuriy Aivazian clarifies,
“Territorial Recruitment Centers do not issue border-crossing permits. To leave Ukraine, you must have a valid reason as defined by Cabinet of Ministers Resolution No. 57.”This means an ordinary military-eligible man without such a recognized basis cannot legally depart the country. This system is a common measure for nations actively defending their sovereignty.
Permitted Grounds for Leaving Ukraine
Cabinet Resolution No. 57 provides the official list of acceptable reasons for international travel. Men who have obtained an official job deferment, known as "bronuvannya," are allowed to travel abroad. These deferred employees may also travel for vacation purposes. Vladyslav Derii emphasizes:
“To avoid problems at the border, you must have a properly processed deferment and an official order for a business trip abroad.”
It is crucial to note that a decision by a Military Medical Commission (VLK) regarding fitness for service in specific units does not automatically grant the right to cross the state border. As Yevhen Oleksandrovych states, “the VLK decision does not grant the right to cross the state border.” This underscores the necessity of complying with all requirements and rules governing departure from Ukraine during martial law.
Therefore, military-eligible men planning to travel abroad must be fully aware of the state's established requirements and procedures and possess all necessary documents for legal border crossing.
This regulation of travel for military-age men is a significant step for ensuring Ukraine's national security. The exit restrictions are intended to maintain the strength of the country's military forces, which is critically important amid the ongoing conflict. Simultaneously, the existing exemptions allow certain categories of citizens to perform official duties outside the country, which also supports the nation's economic stability.
