Ukrainians with disabilities will receive increased benefits in 2025: who will get assistance.
In 2025, citizens who have a disability from childhood or are children with disabilities under 18 years old will be eligible for financial assistance from the state. In particular, it is known how to apply for appropriate benefits for incapacitated persons with disabilities and what documents are required.
This is stated in a message on the government services portal 'Diia'.
Who is entitled to financial support and the amount of payments
It is noted that benefits for persons with disabilities from childhood and for children with disabilities under 18 should be appointed for the entire period of disability. This service is available to both Ukrainians and foreigners and stateless persons with refugee status in Ukraine.
The amount of benefits is tied to the subsistence minimum for persons who have lost their ability to work. Namely:
- For persons with disabilities from childhood of the first group — 100% of the subsistence minimum (2361 UAH).
- For persons with disabilities from childhood of the second group — 80% of the subsistence minimum (1888 UAH).
- For persons with disabilities from childhood of the third group — 60% of the subsistence minimum (1416 UAH).
- For minors with disabilities under 18 years old — 70% of the subsistence minimum (1652 UAH).
How to use the assistance service
To appoint assistance, you can use two ways to submit an application: offline and online. In particular, you can get the service online on the 'Diia' portal:
- you need to choose the item 'Submit an application', log in;
- indicate who needs the assistance;
- select the type of assistance you need, the method of receiving;
- attach scanned copies or photos of documents;
- check the data, sign with an electronic signature or Diia.Signature;
- submit the application.
The status of the application review will appear in the personal e-cabinet on the 'Diia' portal.
You can also submit an application personally by contacting the Pension Fund of Ukraine (PFU). If a person with a disability is incapacitated, the assistance can be applied for by: a guardian, an adoptive parent, a father or mother, one of the foster parents, or a legal representative.
Among the necessary documents:
- application of the appropriate form;
- document confirming the identity of the applicant;
- identification code;
- birth certificate of the child (original and copy);
- certificate from the place of study indicating whether the child is/ is not fully state-supported;
- court decision on the adoption of the child (copy);
- certificate of residence address of the person with a disability from childhood or a child with a disability, as well as the legal representative;
- residence permit (for foreigners and stateless persons in the form of a copy);
- decision on the establishment of guardianship (custody) (copy);
- court decision on the appointment of a guardian for such a person (copy);
- court ruling on recognizing a person as incapacitated (if a guardian/custodian applies).
The relevant financial assistance can only be received on a card for social benefits.
The application review period should not exceed 10 calendar days.

We also reported that a project called Basic Needs is being implemented in Ukraine, within the framework of which citizens can receive money for medical assistance. Seriously ill people can expect 9,000 UAH for purchasing medications.
Ukraine provides financial assistance to citizens with disabilities from childhood and children with disabilities up to 18 years old, and the amounts of payments are related to the subsistence minimum. To take advantage of this opportunity, it is necessary to correctly fill out the application and have all necessary documents in order. The 'Diia' portal allows you to submit an application online and find out the status of its review. The emphasis is on the fact that assistance should be appointed for the entire period of disability, and that this service is available to all citizens, including foreigners and stateless persons with refugee status.
